National Health Care Reform's Impacts on Southeast Wisconsin

Karen Timberlake, Secretary of the Wisconsin Department of Health Services, began the luncheon with a presentation outlining the impacts of health care reform on the state and the efforts already underway. Following the remarks of Secretary Timberlake, a panel of local health care experts discussed the impacts at the local level. The panel included Bevan Baker, Commissioner, City of Milwaukee Department of Public Health, C.C. Henderson, President and CEO, Milwaukee Health Services, Inc., William Petasnick, President and CEO, Froedtert Hospital, and Dr. Jeff Bailet, Senior Vice President, Aurora Health Care. The panel was moderated by Kimberly Kane, Director of Client Solutions, The Novo Group and former WTMJ-TV Medical Reporter. The event was sponsored by BloodCenter of Wisconsin, Medical Society of Milwaukee County, Milwaukee Center for Independence, and Milwaukee Health Care Partnership.

Panelists David Bretl, Walworth County Administrator, Doug Johnson, Washington County Administrative Coordinator, William McReynolds, Racine County Executive, Thomas Meaux, Ozaukee County Administrator, and Daniel Vrakas, Waukesha County Executive discussed the issues their respective counties face. The Public Policy Forum unveiled its Innovation Index, a research project that benchmarks our region's progress on measures that are closely linked to the 21st century economy. Following a presentation by Forum President Rob Henken and Researcher Laura Million, University of Wisconsin-Milwaukee Chancellor Carlos Santiago provided his vision on the critical role played by university research in Milwaukee's pursuit of an innovation economy.

Research Director Anneliese Dickman and Researcher Melissa Kovach presented the results of three years of research on the costs and benefits of high quality early childhood education to our region, as well as policy options for reshaping the WI Shares program. Following their presentation, Reggie Bicha, Secretary of the Wisconsin Department of Children and Families, presented his reactions to the Forum's research, including a discussion of the proposed policy option the Governor feels has the greatest promise to bring WI Shares into a new era.

Forum President, Rob Henken, presented the findings of the recently released report, entitled "Should It Stay or Should It Go?", which examines the complex issues surrounding the possible elimination of county government, as well as other potential structural changes. The report was commissioned by the Greater Milwaukee Committee and was a follow-up to GMC-commissioned research released by the Forum in March 2009, entitled "Milwaukee County's Fiscal Condition: Crisis on the Horizon?"

U.S. Transportation Deputy Secretary John Porcari addressed the Public Policy Forum, the Greater Milwaukee Committee (GMC) and the Metropolitan Milwaukee Association of Commerce (MMAC) at the University Club in Downtown Milwaukee. Deputy Secretary Pocari provided an overview of how the American Recovery and Reinvestment Act is working in Wisconsin. Pocari also discussed President Obama's transportation priorities, which include a ground-breaking effort to jump start new high-speed rail corridors to make communities more livable and sustainable. Mayor Tom Barrett and Governor Jim Doyle each gave opening remarks.
